1. Short title.
Ordinance may be cited as the Pyramid Selling Prohibition
Ordinance.
2. Interpretation.
his Ordinance, unless the context otherwise requires--

3. Offence of promoting a pyramid selling scheme.

4. Liability of directors, partners etc.
Where an offence under this Ordinance has been committed by a
body

in the case of a member of a body unincorporate, was a
partner or

Where any person referred to in subsection (1) is charged

nce under this Ordinance it shall be a defence for him to prove
that
offence was committed without his consent or connivance and

5. Power to award compensation.
Notwithstanding any provision in any other Ordinance, where a

第一条 为加速我省扫除文盲工作,根据《中华人民共和国宪法》第十九条规定,特制定本条例。
第二条 在我省居住的城乡公民中年满十二周岁至四十周岁的文盲,除因生理缺陷而不能学习或精神病患者外,均为扫盲对象,应参加扫盲学习。
第三条 扫除文盲工作由县(市、区)、乡(镇)人民政府领导并组织实施。对在限期内完成扫盲任务成绩显著的单位和个人,给予表彰和奖励;对未能按期完成任务的,要责令检查,限期完成;对严重失职者,予以严肃处理。
第四条 乡(镇)人民政府根据文盲情况规定扫盲学习期限,文盲在规定期限内免费参加学习。无故超过规定学习期限的,其学习费用由乡(镇)人民政府责成本人或家长负担。
第五条 任何单位和个人不得在文盲中招工或收学徒。青壮年文盲不得安排为国家或集体单位的工作人员,不参加扫盲学习的,不得评为先进工作者。职工、学徒工中的青壮年文盲,不达到扫盲标准的不得晋级、转正。
第六条 扫盲经费除国家按规定拨款外,由地方和有关单位自筹解决。扫盲经费必须专款专用。
第七条 乡(镇)必须配备成人教育专职人员。村或办学单位可聘用业余扫盲教师,并给以适当的报酬。
第八条 扫盲采取多种形式、多种办法进行。机关、团体、学校、部队对所在地的扫盲工作有协助和辅导的义务。
第九条 文盲参加学习经过考试达到扫盲标准,由乡(镇)人民政府发给扫盲合格证书。达到基本扫除文盲标准的乡(镇),由县(市、区)人民政府组织验收;达到基本扫除文盲标准的县(市、区),由市人民政府复核验收认定,并报省人民政府备案。
第十条 基本扫除文盲的单位,要巩固扫盲成果,开展各类文化技术教育,继续提高劳动者的文化技术水平。
第十一条 省人民政府有关部门和各市、县(市、区)人民政府根据本条例制定实施细则。
第十二条 本条例自1985年1月1日起施行。
